20:06 No, Article 36 of the Indian Constitution defines the term "State" for the Directive Principles of State Policy (DPSP) in Part IV, but it doesn't talk about judicial review. Article 37 of the Indian Constitution states that the Directive Principles of State Policy (DPSP) are not legally enforceable by any court.
