Dr. Blade Nzimande announces new funding scheme

Pay back the signed loan how? When basic education is too easy to connect with varsity textbooks. You also got unemployment deliberately enforced with suffocating powercuts across the country and suffocating red tape / silly taxes on top of that, all waiting for potential entrepreneurs.
