That's all good in theory, but classes these days are not so silent and kids don't even cooperate with teachers instructions

But why is that? What do you mean by cooperation? Cooperation means working together to achieve your own needs; the teacher wants to get through the lesson, and the students want to go home. This has little to do with learning.
