I don't know about other countries but in the US doctors are responsible for ensuring that a procedure's risks does not outweigh the benefit.

Thay may be the thing. As far as I know, doctors work in a place which pays them for giving services they are supposed to do. That's their job, as any other job. Brightocular has risk yes, but its safe for even little kids with issues like albinism, trauma affecting the eyes...etc. it has grooves made to release pressure in the eyes, so that the natural fluids of the eye could flow over the iris.
