It would be really great if you do this test again with a lure the falcon is able to catch. In this video the falcon obviously gives up because he sees that he can't catch the lure safely. Also the actual speed would be quite intresting!

no, he dd not win because the bird already caught up with the lure. also it has not use its signature dive bomb, where it dive from high up to accelerate using gravity. fastest recorded speed was nearly 400km/h. formular E car only goes at about 280km/h

There are two ways the Peregrine Falcon would have won this challenge: 1. The Lure was constantly spinning due to the winds force in which the falcon having difficulty in catching it. 2. It's not even in its diving state and the falcon is already catching up to it.

A peregrine can never catch a Formula E at 280kph in level flight. A peregrine can reach 300+ kph when diving. That's it. They had to run slow for the bird to catch it. Level flight for a peregrine is about 120kph. Actually, a cheetah is about as fast as a peregrine in level flight.
