Sub count up units are only meant to deal the finishing blow with either strikes or blasts with all the sub count reduction units floating around nowadays anyway. If this unit dealt more damage we'd have a Cooler 2.0 scenario, so I'm completely fine with how they handled Vegeta. It's a short window to get a guaranteed kill and, much like UI who's well seen in the community, he can't do that unless you use the mechanic when the enemy is below half hp. Lock in is straight up better than sub count up, but Vegeta gets unlimited usage of those so it's fine.
