Super Vegito and Kid buu in bt3 was way broken than Gogeta or Cell. His L1 + forward and O were the most broken ability he basically turns ultra instinct for a period of time. He auto dodges everything even beams rush attacks too.

Jiren full power mode makes sense that he gets slower but hits as hard if not harder as his base. Cause bro literally throws on like 50LBS of muscle. And if you know dragon ball. any transformation that makes you bigger makes you stronger, however in return slower and exhaust faster. While slimming down may weaken your overall strength but allows for longer endurance.
