Doubt it . From the way it’s looking each form will have its own slot. Out of 164, we already have 12 dedicated to Goku and Vegeta, 4(maybe 5) to future trunks and so on. Safe to assume 13-16 between Cell, Frieza and Buu. Keep up with this logic and you see there aren’t as many spots as you’d think. Even Xenoverse didn’t do “1 spot per ssj form”
