This is the start of Super showing off how Goku and Vegeta have different fighting styles. Goku's fighting is instinctual. He feels the fight out, learning from doing. Vegeta has a more cerebral style. His ability to see and process allows him to notice weak points that Goku would otherwise miss. It's why Vegeta never learns SSJ3: it's too draining to use in longer fights (which he uses to observe his opponent) and he already has a better state with SSJB That first blast that Vegeta used was his original attack, Galick Gun. He hasn't used it since Namek, I think.

If no one mentioned it yet, I think you're reading into Vegeta's question about the barrier wrong (although your way would have been clever). He wanted to make sure that it was TOUCHING the barrier that would get him eliminated. So he could destroy it, as long as he didn't touch it. As you mentioned, he didn't want to lose on a technicality, so he also didn't want to win on one. He wanted to win by overpowering his opponent, but he needed to destroy the barrier and get some air to power up enough to win on his own terms.

Vegeta unlocked Blue their no reason for him to need SSJ3. If you're curious to see what SSJ3 Vegeta looks like, I recommend looking at some dragon ball games like DB Raging Blast 2 or DB Heroes.

Vegeta hates SSJ3. It's too much like Future Trunks's bulky ultra form and he saw that Goku is actually inefficient with it in a living body. The form takes too much ki, so the trade off is too high. You'll only ever see Vegeta use SSJ3 in non-canon media.

I hate how useless it is in Super. It’s such a cool form and you could argue in Z that it could be used as a last ditch effort, but the drawbacks make it the only SSJ form that only has use when it’s the strongest form you have access to.

I always felt that, given enough time and training, it should be possible to adapt to the energy drain from SSJ3 to make it a straight power up with no drawbacks (except for the danger from golden hairballs).

Sadly you will never canonically see SS3 Vegeta, if you want to see it you'd have to play Raging Blast 1 and 2 or Dokkan Battle, or check out dragonball hero series.

The point is: Goku kind of doesn't work as a leading character after og Dragonball. This was ok in DBZ, because he was often out of the action while we followed more flawed characters like Gohan or Vegeta.
