Although she doesn't act it, she should be up there. Since she governs over all of time (including the true multiverse itself), she actually ranks higher than every Supreme Kai and Destroyer. I technically think she SHOULD rank above even the Angels and the Omni-King (since there's only one of her across the entire multiverse), but I doubt it goes that far.
