What he was saying 5 years ago was that Frieza was trying to prevent a Super Saiyan from ever existing because he believed in the rumors and got scared and plus the Saiyans were starting to show that they would reach a point that he can't control anymore so he decided to kill them all so that wouldn't happen but it did happened anyway because Goku was the first one to become a Super Saiyan which was his long nightmare. That's why it is ironic. So had it nothing to do with Android 17 and 18 triggering anymore a few years prior.

This song perfectly encapsulates not only the Xenoverse series, but I would say encapsulates the whole of Dragon Ball in this era of time (approx. 2013-early 2016). This song just has a majesty to it, as if to signal that something truly spectacular is to descend. That is, of course, partially referring to the all-new (at the time) Super Saiyan God, and displaying its incredible power through the song.
