They had recycled his voice from another game where he was imperfect and used it in this game, they might have ran out of time to record a new voice, that's my guess anyway.

The way the game loads voice clips they load the voices pre-battle so they couldn't have the voices change and keep the transformations intstant. When characters fuse or have cutscene transformations they have time to load the new voices clips. Cell just happens to be the only character with regular transformations but different voice actors.

No and no. The Japanese version cell has the same voice through all his transformations and so there could only be one voice available for the dub of the game and they weren’t going to give imperfect cell perfect cells voice so this is the result
