Imagine being Goku and going through OG Dragon Ball, going through all that training and hardship, and finally claiming the title of Earth's strongest, only for your long-lost brother to show up and say you're still weak and proceed to one-shot you. The crazy thing is Raditz is considered a "weakling" by Saiyan standards! To put it more into perspective, most saiyan babies are born stronger than Early Z Goku. So yeah, Goku had a lot of catching up to do.

What Goku lacks in starting strength, he makes up for in self improvement. Kind of like in an RPG, where you can choose to start leveling up slow at the start, but it gets fast in the later half.
