You can buy it in the endgame, there's a vendor at the blue beam that sells the best gear in the game.

How did you spawn the ones on the volcanic island?

@@DemiDeus314 I think it has to do with how you defeat Talos; if you defeat it in a way where it's impossible for your Main Pawn to take over it's fallen body (such as by turning it to stone with a Medusa head) then the cutscene can't play out so you have to fight them manually if you want to save the region.
