The old man didnt want to involve his heir in political affairs at all, seeing him as young and brash. ferdinand saw jospeph as an out of touch old man unwilling to give up even a drop of his authority till his dying breath

I once went Karl path in single player and it just straight up never happened. World tension just never got high enough despite of an ACW, Britain turning Proto-Fascist/Imperial Federation, and a Russian revolution that got put down. France had a CB on Germany but never declared probably since the tripartite never got broken - it eventually timed out. I had to increase tension in 1917 via console for focuses to actually fire off, and the one that did it first was Russia trying to "liberate" Ruthenia from me.
