My best guess is that pit was originally designed for a storm water overflow or as a trap to prevent sewage from backing up in to the building in the event the main was blocked due to the large amount of residential high rises in the area. Its a really strange setup.

I bet that other pit (presumably stormwater) has an overflow that goes to the big pit, which is probably why sewage was going the other way, and why it dropped a little when the 'crust' went down.
