Interesting video and looking forward to the next one. If the water is seeping up from floor level once you've plugged and tanked it , Perhaps it could be worth doing a 2/1or1/1 of builders sand and cement mix to raise the floor level another 6" to protect the tanking seal.

it floods, i wouldnt use it as storage unless you're storing a boat in there!
