That's what Drake is getting at. Maybe he didn't say it the best way. But lyrically, that sounded better than "That's the record that you allege that your mother said that you..." it just flows better, and it gets to the same point. And it wasn't that Kendrick only cares because he's been molested, it's that Kendrick's only using it as a method of attack in a rap beef because it hits close to home. Using allegations in a rap beef isn't really something we commonly see, especially looking back at older disses. I'm pretty sure that's what he's getting at
