It makes Josuke look up to him and style himself after him, therefore OBVIOUSLY making them look similar. 10:36 Shigechi is a nickname, he explains it like, in his introduction.

The guy who saved Josuke was just some random street hooligan. Josuke admired him and thus styled his hair after him. This explains why he gets so mad when people insult his hair.

Obviously, that is the actual canon explanation, but I cant help but think that "Josuke saving himself" its a dropped plotpoint that would have involved Kira accidentally or purposefully sending Josuke back in time, because it just doesnt make sense for a high-school kid to be in the small fisher village of Morioh, where a raging snowstorm has been going for 3 weeks, and also considering that the nearest school is one hour away by bus, and also displaying battle damage, for some reason. Also, they never found the guy, even searching for them in the nearby towns. My argument to believe this is a secret is that the only time that I have found that Araki has replied to this is an interview that was happening in the starting/middle part of Bites the Dust arc, so he obviously wouldnt want to spoil or dampen expectations. If I were to imagine a reason for Josuke to be sent back, it would be that Kira manages to slip from their fight, and goes and kills his mom Tomoko either in revenge or in a hostage situation, with Bites the Dust. Kira blames Josuke as he needing to do this because Josuke stood in Kira's way, and if that didnt happened, things wouldnt have reached this point. Now, Josuke is stuck in a timeloop trying to save his mom from dying, and in the last attempt, he actually tries to fix the timeline itself as Bites the Dust explodes the past hour that has occured and locks in fate once again. With Josuke jumping in and attempting to fix the timeline exploding (either with or without a requiem stand), the time rewinding glitches out, and Josuke is sent to the past in that moment. Josuke is in the middle of a snowstorm, blaming himself for not being able to save his mom, and now he is in this situation, where Tomoko's car is stuck in the snow, and if she doesnt get out, kid Josuke will die. He also remember that his mom was targeted because of Josuke messing around with the Aqua Necklace. Now Josuke is stuck with the harsh decision to make: a) Do I let myself die, so my Mom is not fated to die? Mom survives but also the only way to stop Kira is lost and Kira will continue to murder girls in silence without no one ever catching him. OR b) I help Mom get unstuck and take me to the hospital, but that will lead to Kira killing her and her soul in the most painful way, BUT with Josuke being around, he can stop Kira and stop the endless murderers that no one else can stop because Crazy Diamond is the ONLY counter to Killer Queen. And so, Josuke would end up helping the car get unstuck, not wanting to show himself and looking rather remorseful when helping. Josuke has sworn to become Morioh's protector, after all, and this is another time of Josuke clearly sacrificing his own well being for the sake of everyone else. Josuke passes out and is brought back to current time, Tomoko dies, and Josuke kills Kira. The only reason for this not to happen would be that making Kira be able to pull back in time more than 1 hour would be too OP, or it was too sad of an ending, or maybe Araki thought that Josuke being able to stop Bites the Dust would need Josuke to also need a Requiem stand, and maybe he wanted to keep that for part 5. Again, is all my imagination. We will never know the truth. I only know that the setting for the "random stranger" its SUPER weird and out of place considering the context. It would have been more fitting that this random stranger was actually someone who fought bullies, and he happend to run into Josuke being bullied, and this random stranger would save him.

The “that’s just his memory” thing means that Josuke didn’t really get a good view of the good samaritan, so what we see is just Josuke and Koichi’s idea of what he must have looked like. Which naturally looks like Josuke, because he’s the basis of comparison. Josuke tried his best to look like his hero, so of course they seem similar. I think the story is thematically worse if it really was Josuke, because instead of a kind stranger inspiring Josuke to be a good person and him inspiring others in turn… it would just be Josuke saving himself out of self-preservation.
