I think I can explain the "Kennedy" result in Colombia. Back in 1961, Colombia and the US established the "Alliance for Progress" with which Colombia received funding for infrastructure and social investment. One of the projects was the urbanization of one of the boroughs of Bogotá, at that moment called "Ciudad Techo".
