#1 he was still alive so he didn’t need CPR. #2 they could not move him until paramedics got there. #3 they were assessing the situation and the scene to figure out what happened and if there were others laying around. @@ericaking4026 chill out, the fire department paramedics and firefighters rendered aid to the driver as soon as they arrived!. The CHP, they are police officers, and not medical personnel. The driver was breathing, moving around on the ground, I heard them tell him to stop moving which might cause more injury. He needed medically trained personnel to evaluate his injuries and treat him enroute to the hospital, and that is exactly what happened. Don't blame the officers, which is usually what happens by people like you who wouldn't know what to do yourself if you were standing there next to the driver on the ground. The wrong steps or attempts to help someone who is conscious and breathing often makes matters worse, so when no CPR is called for at a scene like this, you don't start moving the victim around or doing anything that could aggravate his injuries!!!
