100%! That sun in his eye story is BS. I'm sure that bridge has live cameras to help with problems like the sun being bright and when it's nighttime. It also records proof for the state's DOT/coast guard who oversees the bridge operations to help provide real-time facts of whos at fault for insurance claims, other legalities, etc during their investigation. I'm a bridge technician in a small rural town on the eastern shore of MD with no toll, smaller bridge. We have gates like a railroad crossing on both sides, traffic lights on both sides, 5 cameras showing every angle of the draw bridge so we can see the cars and where the boats are at and to make sure another boat we didn't see tries to race under the bridge while you are bringing it back down. We also have a concrete barrier on wheels that goes across the whole road on the side that has the opening when the bridge is up. That guy was not paying attention mixed with laziness he didn't double-check by walking over to all sides to make sure there were no cars or people on the bridge. I have cars running the traffic lights all the time while in the process of bringing the gates down when I have to stop and let a person in a hurry make it across the bridge because they can't wait 5 mins.. it's a job you have to be aware of everything going on. The state's bridge commission didn't want to say anything because they know they are about to pay out after seeing the camera footage.

Gates SHOULD completely close, before the bridge roadway can begin to move! The bridge should have sensors to detect the weight, heat or magnetic field of any vehicle on it. Humans CAN NOT be depended upon to always make the safest choices! A bit of alcohol, reefer or even OTC Cold Medicine, can so distract a bridge operator, that he or she can cause a fatal accident. I recall a Railroad Bridge tender whom back in the 1970s, had consumed alcohol with his lunch. Several miles away, he signaled for a train to "Go", even though the bridge was up. Having overestimated the passing ship's speed, the train crashed into the bridge counterweight, killing the 3 man locomotive crew and doing tens of millions in damages! Luckily, the only chemical spill, was the locomotives fuel, into the river that the bridge crossed over! The bridge tender was convicted of several crimes and went to prison.
