Montpellier is one of the most modern cities in France

As expected, a nice city, but some of the roads are clearly neglected and need renovation if that city is to be deemed one of the most modern in France. I would also suggest a zero tolerance policy for graffiti plus places where graffiti is legal. At the moment it looks like the issue is out of control.
