I live in Post Falls, ID and have driven over both 4th of July and Lookout Pass many times, both eastbound and westbound. It's a beautiful drive, but very dangerous. I NEVER drive it at night (did that 1x, that was enough) and I NEVER drive it in winter. Daylight only w/no snow/ice. IMO, it's a clear/dry road only, even rain makes it treacherous...lots of slow curves and while drainage across the road surface has been vastly improved, water still gathers on the highway (ice in winter). It's not a scary, white-knuckle drive (other than heavy traffic) in the spring/summer/fall months during the daylight hours, but is helluva scary any other time.
