Would you describe the condition of German autobahns, especially in North Rhine-Westphalia, as better or worse than in Europe?

Depends on which Autobahn and what you are comparing it against in Europe. There are a few that need repaving and some of them have been recently repaved. Unfortunately the repaving or even simple construction projects take unnecessarily long in Germany.
