The only reason that Saitama's training worked is because naruto subconsciously channelled kurama's chakra into his body. Since the chakra was acidic,It disintegrated Naruto's hair. Since the kyuubi's chakra is permanently within his muscles he will never regrow the hair. However he will always be powerful. I wonder if he channels kurama's chakra his hair will grow like SSJ3 from Dragonball
