Is it illegal to fly a drone in the Philippines? Are drones illegal in the Philippines? Yes, if you don't have written permission from the Civil Aviation Authority of the Philippines (CAAP). These are the drone laws in the Philippines.
I contacted the CAAP before I went to the Philippines to request permission to fly my drone also known as an Unmanned Aerial Vehicle (UAV). It will take about 1-2 weeks to get permission from the CAAP so you may need to plan ahead before you leave for your trip.
The CAAP also noted that Airport customs may confiscate your drone if you don't have written permission from the CAAP to fly the drone in the Philippines. Furthermore, the Airport Customs may charge you an import tax of 100,000 PHP (about 2000 USD). This is video shows you what you need to know bring your drone to the Philippines. Greetings from the Civil Aviation Authority of the Philippines!
Please be informed that the Bureau of Customs (BOC) and this Authority had a discussion regarding the importation of Remotely Piloted Aircraft System (RPAS) or commonly known as drones, to the Philippines.
During the discussion, both government agencies agreed that AUTHORIZATION for the importation of drones to the Philippines is no longer required. However, all RPAS owners and/or operators, whether engaged in commercial or non-commercial operations shall strictly adhere to the provisions stipulated in Philippine Civil Aviation Regulations Part 11; 11.11. (Electronic copy of PCAR Part 11 is attached)
Moreover, this Authority has also requested the BOC to advise all customs personnel in NAIA Terminals and other concerned offices not to require drone importers to secure an import clearance/permit from the Civil Aviation Authority of the Philippines.

Hey dude you can bring your drone and fly here in the Phil. but be reminded of the restricted area or what they call GEO ZONE ...these are airports , ports, military installations

I just came back from Philippines on vacation from January and February 2019 with my DJI Mavic Pro. Yes, they did not check my baggage coming in. Going out of the country, the X-ray operator ask me if that's a drone inside. I told him "Yes" and just told me, Ok and let me take my baggage straight to the check in.

Thank you for posting this. I understand the rules have changed since this video was posted, but I wrote this letter to the CAAP as a preventive caution: Hello. My wife (Philippina citizen) and I are retiring to the Philippines from the USA next month. We have a home near Nasugbu, Batangas. I will be bringing my ~245g DJI Mini 3 PRO along with me in my carry-on luggage. The usage of the RPAS will strictly be for recreation purposes. I take the operation of UAV's extremely seriously and strictly follow all laws. For example, I follow all UAV laws, passed the FAA TRUST test and registered my drone with the FAA even though it was not required for a vehicle under 250g. I've reviewed the Philippine laws regarding Remotely Piloted Aircraft System (RPAS) very carefully. I understand my ~245g RPAS does not require registration, but its use is still governed by the Philippine laws. I am hoping that you can provide a response to this email so that I can show customs that it is OK for me to carry my ~245g RPAS into the Philippines, to avoid any miscommunications or issues. (Name, USA address included) -->> Hopefully they will reply.

I had my drone in a carry on bag and no one said anything about it when it went through the x-ray machine. So it's absolutely LEGAL!

Have no problems flyinging palawan. Your good as long you detach the battery from your drone and hand carry on them with you when boarding the plane.

under normal circumstances you don't need to register for Non-commercial use. As per CAAP, you only need to register if you are going to do, yes, commercial footage and your drone is 7kg above and you need to go over the general restrictions. Restrictions are; you should not fly within 10km radius of any airport and in areas where it is designated no-fly zone for security and safety purposes, like Malacañang Palace, Police/ Military Camps, and where it is temporarily forbidden like say outdoor concerts. You must also observe Line or Sight Flying, 400ft max height, keep safe distance when flying around people, no flying where you can distract or disrupt road traffic and no night flying. Going over these general restrictions, you need to secure permit with CAAP. You don't need to be taxed because it is personal effects. Like DSLR camera or Laptop. You could be taxed if you Bought it Abroad and you are a Resident Filipino Citizen, which most likely will come with the Packaging. Simple, don't travel with the box. But if you are a Foreign National as Tourist, carrying a drone is like carrying your camera. Bringing and Flying are two different thing. You can buy a kitchen knife at any supermarket, but it doesn't mean it is right to stab someone, right? If at all Customs will impose tax, P100K is kind'a baseless. In which case you must show your receipt as basis for taxation. Philippines is easy on drone flying, just observe the rules, don't upset the locals and you will be fine. Don't try to break the general rules, CAAP can impose P100K fine depending on gravity of offense if someone complains.

I am currently in the Philippines now (from the states) with my DJI drone. I have travelled all over the Philippines with my drone with no problems. I always place my drone and all batteries in my carry on luggage. Do not place your lithium batteries in checked luggage. Also, I have flown my DJI drone everywhere in the Philippines with no problems.

Hi Paolo, you're right, it is really easy, I asked CAAP for Authorization and took exactly 5 business days, got through the TSA, PAL and CAAP without any question, very happy going thru the airport with a smiley drone (P3S), again, thanks a lot for your excellent video.

Just a FYI the Philippine customs usually doesn't check hand carry bags. This is especially true with computer bags. If you get a drone like in the video just pack it with your laptop.

I've brought three drones to the Philippines on two separate occasions without an issues at all, they weren't even mentioned. To be sure they were cheap drones bought at Dubai duty free, but still, it doesn't seem to be an issue with smaller toy like drones.

As long as you got money, you can do anything in the Philippines. Laws are intentionally written vaguely so cash could fill in the gaps.

I’m glad to hear the Philippines is not requiring CAAP clearance anymore, your video must have had an impression on them. My question for is about drones in Japan. See, we’ll be taking a family vacation to the Philippines and Japan in June. I’ll have my mavic with us in the Philippines then we’ll be heading to Tokyo and Osaka before heading back to California. Will I have any issues carrying my drone into Japan? Please advise. Can’t wait to visit Japan again! Keep up your outstanding videos, we’ll keep watching!

If you browse thru KZbin, you'll see hundreds of travel vloggers who have already visited the Philippines and 90% of them use drones. from what they say, in general the Philippines is quite lenient when it comes to drone flying as long as you follow the basic rules like not flying anywhere near an airport, military facility, densely populated areas, etc you should be fine. though recently a popular travel destination has released a local ordinance requiring you to secure a drone permit for a fee or face penalties or even confiscation of your drone (eg. BORACAY) but aside from that, you can fly freely. the CAAP authorization letter isn't strictly required BUT it would still be best to have it JUST IN CASE. so best to secure it early via email.

Hey Vin, based on my talk with the CAAP, a written permission from them is required to fly in the Philippines. At the same time, whether it is enforced by local authorities is another question. I only expect things to be more regulated as more and more consumer drones flood the market.

I've gone in the Philippines 3 times since 2016 with 3 kinds of Drones and didn't have any issue at all. the first visit I had the Phantom 3 (hand carry in a case) 2nd visit the Yuneec Typhoon H (hand carry w/ no casing) and the 3rd one the Mavic pro ( hand carry in case). :)

Got my CAAP letter and took my mavic pro in June 2017 and no one even saw my drone until I got to Murcia... travelled from Atlanta Georgia US...flew the drone for 2 weeks without incident.

today most areas that prohibit you from flying your drones here in Philippines are, near Airport or plane zones, near buildings and crowded people but sometimes you can if you have authority or permit, inside exclusive areas, near military barracks and other places that have private or security surveillance. Spots or areas where you can fly your drones are, inside a yard, some certain area with securities sometimes let you fly drone like inside the cemetery but sometimes they tell you that it's not Ok even without a reason, your own home balcony. But if you're on a mountain, beach resorts 100% they let you play with you drone

You're lucky, you got to fly it in bora. I think it is not allowed anymore due to the close proximity of the airport.

Hey JustOneForAll, yeah, better to be safe than sorry. In my case, it took a couple weeks to get the paperwork cleared so best to plan ahead. Once I had the permission though, I was less anxious about flying in the Philippines. well worth it.

wsup bro. just got back from the philippines. brought my mavic pro and i had no problem at all. didn't need any letter to show to tsa. My drone went throu the airport with no questions from costumes. I flew it everywhere as long as you ask permission to fly your drone. have fun flying ur drone out there bro. and enjoy ur time there.

Hey rameses casaol, yeah customs didn't ask me any questions either. But the CAAP officials told me that I should have it when bringing my drone in the country as well as flying. Anyway, wasn't too much of hassle for me and I preferred to have the written permission in case anything happened. Thanks for the feedback.

hi, Im traveling to the Philippines next week with my new drone on the 8th and im pretty worried about what you have said about bring a drone to the Philippines, really dont want to loss it 😔 (I was planing to put it in my luggage and the battery with me as hand luggage).... but as I seen on your video you go through without questions so I suppose it should be okay ?? ... it's because I think it would be to late for me to mail them a letter as I only have less than 8 days... also was there any problems getting it out the country or going for one airport to another within the Philippines? thank you very in advance 😄

hello again po Paolo , yes I have email them last night and I have heard back from the assistant aviation safer inspector,he say that there is a small chance I can get it, as it only takes 3 working days prossesing. but I would be running it very tight on time. now I'm just wondering about the letter can it be faxed over to them or must it be sent through the mail. thank very much for the help 😄

Thanks Paolo, if it weren’t for folks like you trying to do the right thing and contacting CAAP for rules and permission for vacationing in the PH with our drone to get great pics, they may not have revised their restrictions and “taxes” being imposed on unsuspecting PH tourists. 👍🏼

Hey here from 2019 and I do have is a drone but I got to tell everyone that on July 12 2019 when I was coming back to the USA the Nino Aquino Philippines Airport.TSA had confiscated a surge protector whenI was entering the terminal and I see totally nothing about surge protectors at TSA USA,TSA Philippines Signs,and at the check in counter.Be careful with your things when you go through TSA in the Philippines sometimes they just do that to steal your stuff itself. >>PUBLIC ANNOUNCEMENT

paolo..where did you put your dji mavic..its in yur carry on baggaged or in check in bagged..did someone check yur check in baggaged..did it see in x-tray machines..im from ottawa canada,in i want to bring my mavic pro w/ me...do u have a good advise,not to compiscate the drone and not to pay a big charges.....

Very cool! At least you did your research and followed the regulation, asked permissions etc...you did the right things the right ways. If more people do that and fly their drones responsively, then it's going to affect the regulations in the future and flying drones will be easier for everyone.

I'm in the UK. I'm going to the phils in Nov. I have Filipino friends in QC. I always take my drone as hand luggage on flights, mainly to Europe. I guess I'll have to get permission to fly in the phils. the website link is very helpful. thanks.

Hey paolo how long can you use that printed permission to fly your drone? For instance you will stay in the philippines for years will that be good as your permanent pass to fly?

Hey iZen Photography, there doesn't seem to be an expiration date so I assume you can use it indefinitely for that specifically REGISTERED drone. If you get a different drone in the future, you probably have to get another letter. But please double confirm with CAAP. Their contact info is in the description of the video. Yes but be extra careful there are Places that don't post it, when you take off they are all around you trying to give you ticket and fine specially in the Island of Boracay. It happened to me march 2019.

No problem with Custom in Philippines, they dont inpect luggages, now 2019. But ask before taking off there are places that prohebit drones. I got fined in Boracay for flying.they dont have posted warning about drones.

I just travelled to Shanghai and ZhangJiaJie via airport with my DJI Mavic Pro, I asked the questions, I have to carry the DJI Mavic Pro batteries as carry-on. Other than that, customs didn't care.

It's forbidden to fly a drone anywhere in Boracay, as it is within the Caticlan Airport's Airspace. Boracay is 4-9km inside Caticlac Airport Dome airspace.

Hi Paolo, what is your take on the Mavic Air for beginner? and or long time usage? I was looking at the Pro1 r Pro2 , but really after watching so many videos, i reckon the Air is also very good in comparison and so much smaller to travel with, not to mention the rear cameras it also has.

I love it when a country imposes drone registration laws that you can only apply once you arrive. Thailand requires all RPA be registered but do not provide the forms.

Hey saviour, sorry I contacted the CAAP person twice now. He still has not got back to me with confirmation on a general email address. Don't know if it is right to share his email address at this point. If you can't wait, just send a general request to all the email addresses in the description. Someone will get back to you in a day or 2. At least that is what happened in my case.

Hey Sherwin, Yeah it may be the case that Customs don't check everything, but in the case they do, I think it's better to have it that not. i think u will find what ever ur taking to the philippines if its brand new u have to pay inport tax but if its second hand u dont have to pay and if u by a e bike from london to manila the batey cant be moor than 24 volts but when u get a domestic fligh the batret cant be moor than 18volt and u have to take it on as carry on

I always hand carry. Also less likely for someone to steal it out of your luggage.

Philippines you have 2 ways to import ...Illegal (undeclared) and Legal. Both have advantages and disadvantages. Legal is as you have shown is a cumbersome and difficult maze to find your way around. It also may incur a ridiculously high import duty. This also does not mean you will NOT have to pay the Customs official a further Bribe or Legay as it is known in the Philippines. Illegal (undeclared) is cheaper and faster. But there is the risk of being caught in which case you will have to pay an even larger bribe or risk having the goods "Confiscated" .....Its a Risk either way to be quite frank
