Either way very unlikely that it would work because it gets to much force of gravity that it would take a high amount of kinetic energy to get it off the ground when a small ball bounces its potential energy is still more than the kinetic energy it will get when it hits the ground but since its lightweight it's bounces

After watching this video, I realized the problem. The interior wasn't solid. Here's my idea to make it work. First off work small, and in layers. Build up from the core outward with a matrix of bouncy balls as close together as possible, with the powder mostly as a glue. Let each layer dry completely before adding the next layer. Each layer should be about the thickness of a single regular bouncy ball. The final outer layer should be a skin of only the powder. You should make a mold specifically for the final size ball, and put the powder down first, then pack it in around the core. This should eliminate the unstable mass, and allow it to properly transfer kinetic energy.
