I like that 100% boss spawn for cash idea, with one slight modifier. A portion of the money spent could go to Timmies in the form of say, a good loadout a week. Defining who qualifies might be a bit tricky but a leg up for the worst players alongside a money sink for the high rollers might liven things up.
