That seems to be the case. Look at the mass movement of elderly many infected not tested from NHS back to I'll equped nursing homes during the COVID emergency. They had little or no PPE and scarce isolation facilities. Then all WhatsApp, emails records deleted. This was sanctioned at the highest level. Yet anyone with basic common sense could see this was going to be a disaster.

The problem the whole of Scotland has is not enough money being spent on economic growth too many people are on the poverty line. When I visit Scotland and see the cities and towns you can feel the depressive atmosphere there's no feel good factor . No investment in mental health services community projects. It's no surprise really . My daughter lives in airdrie drink and drugs are everywhere . the younger generation deserve better than what they are getting now a good quality education and proper investment in youth opportunities apprenticeships and employment .Today's youth is Scotlands future it deserves better

I think you'll find fentanyl has alot to do with it and other class a drugs such cocaine being easier to access. Look at the opoid epidemic in the U.S. Obviously other contributing factor such as lack of opportunity unemployment homelessness and poverty.
