Why do you think? Because it's still much more illegal in the UK than it is in other places especially like Canada, the US or other countries where it's legal or even tolerated if not legal. Plus, it's an island nation, and for a long time the only way you were getting anything resembling good quality ganj in the UK was if you were growing it/smuggling it in yourself, or knew someone who was directly. Maybe for lower-level street type dealers and guys like these fools, who aren't the smartest bunch. You can only really get so successful in that level of the business, as you mentioned, they wind up having a bunch of cash they can't even spend or account for and it also makes them into a major target for robberies and extortion. It's a bit of natural selection at play, the ones who have a high enough IQ to realize they need to diversify their business and have some kind of a legal operation to use as a front/laundering method are in a whole other kind of game entirely.
