Apparently, it seems that it's impossible to salvage Punjab now. This was done to cities like LA. CIA was accused but that was brushed aside. Of course recreational drug culture permeates throughout the American society that is why it is it called consumer capital of the world. The dent to illegal drug is yet not published with wide spread and acceptance of another drug DOPE by majority of blue states. Drugs are cancer on society which start with beer, followed by hard liquor. When these adult beverages are consumed to get intoxicated the door to recreational drug is usually walking along if not already a way of life. It is impossible to stop drug consumption. Billions of dollars wasted on drug enforcement has already established that. But now the special interest that benefits from this spending which continues till today would not back down. Since GOVT has no influence or command to eliminate drugs consumption , best way to stop import is cut out the profit motive (let us leave the other nefarious interests of CCP, GOP etc) is not enforce drug laws. Do not make it legal. Use the drug enforcement funds to set up drug rehab centers. Though healthcare is not a NATIONAL wealth builder in itself (unlike pharma and biotech or health tourism) (yes build wealth of limited few exasperating wealth gap) law enforcement budget in these issues is better devoted to healthcare. Building world class rehab facilities and and staffing with world class staff would not only serve the addicted but can attract overseas addicts for cheaper treatment on cost. Initial surge in drug use to be expected. But expect collapse in prices. That would help cut funding of breaking India forces sources. Though they can self fund. This concept would be very effective in US. But may not have same impact as that with breaking India forces. That has to be dealt separately. But making free drug treatment available in Punjab would create a model that would bring hope to people who would like to clean up. Obviously some will still perish. That all depends on individual DNA. Recreational drug use in US indicates everyone is not prone to addiction. But attack the profit motive and drug trade across the border would get its first blow.

What makes them powerful ? EXTRAORDINARY PROFITS which is result of 2 things. 1. Recreational drug use never goes down and 2. Failed law enforcement that does one thing, jack up profits percentage that no legit biz can even dream off. Govt has no control on consumption. So govt has taken the first step without required sister step. The blue states all have made DOPE legal. The tax dollars are hitting new high due to sale of legal DOPE. But those increased revenue is not used to open low cost to addicts rehab centers. They go into general funds to hide the ever increasing out of control government spending because they have hit the tax limit wall. Simple one step to stop enforcement would make this trade across the border less lucrative. Local suppliers will take away the border crossing biz. So drug war will come across the border, at that time remove the legality around those substance and increase rehab capacity as you are going to see jump in addicts initially. But even if recreational use remains at the same level, the artificial PROFITS due to drug enforcement will disappear. Gangs across the border would have to find new trade. The tax revenue from this substance to be used only for rehab purpose. There is no silver bullet to drug problem. But only solutions to make improvement in response. They say US has lost its family structure as a result are experiencing this outburst. If India is behind in family desegregation, why then the increase use in recreational drugs. Problem may be prominent in Punjab aided by break India forces like CCP, GOP, CIA etc. But menace is present throughout the country.

Right it is nation wide problem that requires nationwide response. Start with low cost rehab center. Use Punjab as model and remove stigma if it exits ( still exits in US) in going to rehab centers. Promote it on TV. In US they force licensed broadcasting companies from running free ad. Do not hammer audience but messaging should help more folks take help before it is too late!
