Multiple cultures and languages, large amount of controlled land, some form of centralization. Sure, it was insignificant compared to the primary empires of its period, as was the Serbian Empire, but by all definitions, it had two empires.

We don’t say that France was only a country since 1958 simply because it’s officially the Fifth French Republic, do we now?
