I once played The Vatican and unexpectedly failed and lost the game. I don't know why, but I think I got a hint a long time later while playing Luxemburg. While taking Belgium, the moment I took land bordering the Netherlands I lost the game. I then looked at the Netherlands and there is a decision to just straight up annex Luxembourg if the Netherlands borders Luxembourg.
