Why does the sanitation dept. do snow removal and not the public works dept.?

Hi, there is no Department of Public Works in NYC. The work is divided among departments; we have Sanitation which is responsible for snow removal and waste management.

We have not had an amount of snow in awhile!! I wonder if the new sandman and women know hoe to fight a large storm. The music is a little overwhelming. Fighting snow is not that glorious.
