Before this "resurgence" Phil was lucky to hit his $50 goal in a stream. He's had over a month with a minimum of $150 tips every stream, typically getting well beyond the tips goal, which should put him several thousands of dollars ahead. With that much of a financial cushion there's no reason he should be sweating about his liquidity if tips dwindle and he has to wait a month for super chats to pay out. When this guy inevitably starts panicking and pleading for tips after donations slow down for a few streams, hopefully some of the new dents start to realize how much of an endless money pit Phil is.
