Sir, can't we create a shared collection or a shared single file with another community? That means I want to present the same file under two or more communities..

Collection submits under community or sub-community. I don't think so that we can create a shared collection that can be used in multiple communities or sub-communities however the same items can be used as the collection of different communities or sub-communities. You can upload one by one or in a batch.

Can we operate it in android mobile

Yeah you can operate DSpace on web browser of an android phone, but must be install on a machine based on Linux or Windows or Mac OS.
