It's great to hear about you. Yes you can apply for the fellowship in between November and December the forms will open at that time, every year. And you can decide your PhD Institute, guide and research proposal before application but you have to choose the institute which is registered on the inspire portal.

Kindly short your proposal within 300-400 words. It is counting 2000 characters with space. Remove all special marks from the matter. Keep it simple.
