Lousy editing. The view shifts every 10 seconds so you cannot get an idea of what part of the city you are looking at or how everything fits together. What you get is a random assortment of streets and buildings that signify nothing. Why not just go over the entire city in one continuous sequence, north to south, and the east to west? That way you would learn the way the city is laid out.
