I think it is more a matter of not wanting to put time and effort into it rather than not being capable to do it. Maybe, just a very miniscule maybe, they will at some point make the game opensource or something.

Like, if you go to wikipedia (reading in the development portion), it tells how the CEO of Paradox thought that vicky2 wouldn't make money... but it did. He lost his bet that it wouldn't be profitable, so he had to shave his head. The game made money. Not only that, the game still sells copies today because of youtubers like ISP. I highly doubt that it, "didn't make money."
