As a programmer, if your program creates many new objects on heap , and there are no more live references to them, that will cause OutofMemory Error due to unused objects on heap. So, this error happened due to bad programming, caused by the program. Anyhow, the program is written for the system resource to run out. Being a programmer, its programmer's responsibility to not write such a program. GC will release the heap whenever an object no more has any Live references to it.

For catch block to be executed exception must be thrown by Thread.sleep(3000); in your case. But this statement won't throw an exception. So, catch block won't be executed.
