" تفسير القرطبي " ( 5 / 392 ) .

In practical term a tattoo makes it impossible for you to cleanse yourself from junub so you will be in a constant state of impurity where your ibadah like prayers, haj etc. will not be receives. Thats the wisdom of the ruling.
