If I had to rationalize it. Only the knuckles or the metal part on the hand [goes forward] the rest of the gauntlet is used to equalize and stabilize the amount of force pushed back by the mechanism. The design is attached to the forearm merely for "steering/aiming" and the "charging" merely denotes how much force the mechanism will use (maybe readings are taken by electrodes, like prosthetics can read the level of impulses)

We never need to take ResiEvil tech too seriously. The PRL 412 in RE4 is a charged laser that can also give off cute little flashbang pops for no ammo cost, to say nothing of the Infinite Lawn Chair, the Chicago Typewriter, and that riiiidiculous Handcannon unlock.
