These were scenes animated by Milton Knight. A very talented artist who also did work on the "Sonic The Hedgehog" series. He also did character designs for Ralph Bakshi's "Cool World", and drew one of the funniest Betty Boop comics I ever read in collaboration with Leslie Carbaga and Joshua Quagmire (I swear to God that really is his name!).

Felix still talks here, but a lot less and with a different voice actor. The animation and backgrounds here are noticeably different.

He was supposed to be pantomime, but executives didn't understand the concept and had the voice actor dub over with unnecessary dialogue.

@@DonaldvsSephy I take it that was to be a homage to Felix the Cat's silent cartoon shorts of the 1920s. He did have dialogue in some of those, albeit with caption cards.
