HOW to REPAIR SAMOVAR

I have an electric Samavar, hardly used and was stored for years. Now i opened the box. Everything is good and work. When I turn the faucet in the open position, water doesn’t pour out. I poured some vinegar in case that it is calcified to be cleaned. Still water doesn’t pour. What do you suggest?

Α friend of mine has a samovar it manyfacture in 1875 and it has on it the eagle of russian empire He turned down an offer for 15000 euros adout 20 years ago
