In our normal world , you got burglars , mafia mobs , serial killers , terrorists , cruel dictators... and they are a problem , but it never escalates too much out of control to threaten world peace ( _unless exceptional cases like H i t l e r living in an age where Germany was at the peak in weapon_ engeniering) . At the end of the day , a bullet puts any of them in the afterlife just as much as it would to you and me... BUT Now think about how dangerous it would be if the wrong people had JoJo like powers... the right power in the right person can make all the difference in the world. Imagine for a second that i can change my appereance and voice into thata of a different person... i could take the appereance of Putin and say i am sending 3 nuclear missiles to New York . American forces would react sending an attack , which would causes international reaction , causing WW3... Some suggestions for those powers I've seen is that Bullseye could be good on some kind of recon squad or assassination team. Like if they need to take out a high profile target, he could put a bullseye on the targets head for a sniper to see it better. The 0.5 second future vision, some suggested he learn martial arts and improve reaction time so they can dodge attacks just before being hit and know an opponents last minute movements. The charge one is just pretty good if you work at a power plant or have an electrical car. It's more like a logistics team kind of role.
