There is another thing that is not taken into account. Ukrainian government banned all men aged 18 to 60 to leave the country 3 years ago already. That means that the majority of parents were sending their kids away before they would reach 18 for several years already since talks of lowering the conscription age were constant through all that time. So as of today almost all guys aged 18 to 21 are already abroad with a really small percentage of the initially very narrow age group still remaining in the country.
