It was under Obama that the nations agreed to boost their spendings. Obviously it takes years to increase spendings… it’s not something you can do overnight. Trump mostly whined (of course Stoltenberg simply had to credit a vain person like Trump). Spendings accelerated after Russia’s aggression, as is understandable. But not even the US believed Russia would invade Ukraine up until just a few months before the aggression. The European allies are already in total spending more than Russia and China combined. Europe doesn’t have the nukes. Should it? Read the history and return. One cause to why NATO exists is that a major war with the USSR/Russia will be halted and take place in Europe instead of on the American continent, Europe taking the cost of annihilated infrastructure and civilian losses. The US population being spared.
