Here is some good advice. To create more lockpicks, you can also break apart your old weapons for metal parts and craft more lockpicks. Even with breaking up pipes, table legs and plank wood with nails. Its what I always do on the Xbox version. I played this game so much over the years, I know some of the secrets.
