It had always bugged me why Crane didn't just kill Rais when he had the chance, he is okay with tying loose ends with Tahir which make sense in character since Crane tends doesn't really care about evil people and even retaliates if given the chance but this dude Rais? The one who made a lot of people suffered? Nah, I'm gonna spare him - it's more honourable amirite? Don't get me started on the QTE and gameplay and story segregation where Crane has fucking assault rifles and shotguns but decide to hand to hand Rais. Just give me a cutscene where Crane scale the last ladder with his right hand holding a pistol, the moment he sees Rais standing 7 meters away, instead of fully scaling ladder till finish - he just popped a cap on Rais's head while on the ladder. In-N-Out.

I don't think he was trying to spare him exactly, his idea was that he was going to leave Rais on the roof to bleed out to death. That's why he says "you're going to spend the rest of your life living in agony." It is dumb though that the game makes Kyle fight him unarmed.
